During the autumn session in the State Duma, it was decided to finalize the “Law named after Dima Yakovlev”, which was adopted largely in response to the “Act of Magnitsky” in December last year.
In May 2013, parliamentary deputies made amendments, which are also aimed at restricting the adoption of Russian children to foreign families. These amendments relate to same -sex and incomplete families from those countries where same -sex marriages are allowed.
More recently, the speaker of the State Duma, Sergei Naryshkin, made a statement that the “law of Dima Yakovlev” will not be adjusted, but many deputies from the Duma factions believe that the law should be revised in favor of mixed families, where one of the spouses is a citizen of Russia, but the family , for some reason lives abroad, and allow adoption with the condition that a child under 18 years of age will be preserved Russian citizenship, and he was under the protection of the laws of Russia.
Representatives of public organizations also supported the initiative of deputies. Olga Kostina, the leader of the human rights movement “Resistance”, believes that the law will be reviewed more than once towards liberalization.
In America itself, they also try to take steps that would restore lost trust. For example, it is planned to create a database of children adopted from Russia, so that the state instances of both countries can control the living conditions of children in foster families.
